e-dec → Passar: the migration

e-dec is being replaced by Passar. Passar 1.0 for export and transit has been mandatory since 1 January 2026; Passar 2.0 for import rolls out in stages from Q2 2026, and Passar 3.0 follows later. Declarations move from e-dec's separate applications to structured Passar messages on one platform.

What changes

e-dec was the previous system of the BAZG and used separate applications and forms for export and import. With Passar, declarations are instead submitted as structured messages on a single platform.

The outputs are:

  • PAEAD — the export assessment decision.
  • PAIAD — the import output stating duties and VAT.
  • TSAD and PADTS — for transit.
  • the digital EUR.1 certificate of origin.

These are visible on ePortal.admin.ch. General information is published by the BAZG (bazg.admin.ch).

Migration timeline

  • Passar 1.0 (export and transit) has been mandatory since 1 January 2026.
  • Passar 2.0 (import) rolls out in stages from Q2 2026.
  • Passar 3.0 follows at a later date.
